Comprehensive Plan
The Town of Holly Hill is divided into four districts from which members of council are elected for four-year terms. The council serves as the governing body of the town and enacts laws by ordinance. The mayor, is granted by state law, the right to exercise legislative as well as executive and administrative authorities.
Regular Council meetings are held on the 1st Monday of the month at 6:30 p.m. in the courtroom located at Town Hall. Special Meetings are called as necessary.
All council meetings are open to the public, although portions may be closed to the public for specific reasons. The South Carolina Freedom of Information Act stipulates how meetings are to be announced and conducted.

Council meetings ordinarily include a designated time for citizens to make brief, relevant comments. Anyone who wishes to make a detailed presentation at a Council meeting, or who provides hand-outs or other materials to be delivered to Council members in advance of the meeting, is requested to contact the Town Clerk at least six business days before the meeting.
